چکیده

A variety of policies to encourage carpooling in high-occupancy vehicle (HOV) lanes have been adopted by state and local governments in the US. These policies can either increase or decrease total congestion depending on whether congestion relief in mainline lanes outweighs increased HOV lane congestion. We estimate congestion cost functions for mainline and HOV lanes in Los Angeles and find congestion costs vary substantially across routes and hours of the day. Costs also vary substantially during a single peak hour from day to day on each route. Whether encouraging or discouraging HOV lane use lowers costs critically depends on realtime traffic conditions. Importantly, entry of new drivers via induced travel demand can counteract the congestion benefits of increased carpooling. ∗The authors thank Tania Barham, Harrison Fell, Craig McIntosh, Edward Morey and seminar participants at the Association of Environmental and Resource Economists summer meeting, LAMETA Montpellier, the NBER Summer Institute, Resources for the Future, Stanford University, the Triangle Resource and Environmental Economics Seminar Series and the University of Pittsburgh for helpful comments. IHigh-Occupancy Vehicle Treatments on Arterial Streets

O of the most successful transportation systems management (TSM) actions in recent years has been the priority treatment of high-occupancy vehicles (HOVS), The priority treatments typically have been either the provision of dedicated through-travel lanes or queue bypass lanes at roadway capacity restrictions. Through the use of priority measures, HOVS (buses, vanpools and carpools) are given tw...

Life - Cycle Graphical Representation of Managed Hov Lane Evolution

High-occupancy vehicle (HOV) lanes usually go through an evolution of stages in their life cycle. The typical evolution includes changes in demand levels from several modes including 2+ or 3+ carpools and vanpools, transit, and general-purpose vehicles. To ensure adequate usage, most facilities have started out with a designation of HOV 2+. In some cases, over time, HOV2 volumes have exceeded c...

Evaluating Air Quality Benefits of Freeway High Occupancy Vehicle (HOV) Lanes in Southern California

In the past decade, a variety of questions have been raised concerning the effectiveness of high occupancy vehicle (HOV) lanes. In Southern California, HOV lanes evaluation studies have recently been conducted, justifying the effectiveness of HOV lanes in several ways. However, very little research has been performed in evaluating the air quality benefits of HOV lanes. In this paper, a study is...

Effectiveness of California’s High Occupancy Vehicle (HOV) System

California’s HOV system comprises 1,171 lane-miles, with 803 miles in the South and 366 in the North. This study analyzes peak period traffic data from hundreds of loop detectors over many months in order to evaluate the system’s effectiveness. The study finds: (1) HOV lanes are underutilized: 81% of HOV detectors measure flows below 1,400 vehicles per hour (vph); (2) Many HOV lanes suffer degr...

Safety Benefits of Converting HOV Lanes to HOT Lanes: Case Study of the I-394 MnPASS

Recently, the conversion of HOV lanes to HOT lanes has been increasingly popular in the United States. Several empirical studies have explored the benefits and costs associated with the conversion. However, few quantitative studies have been performed to examine the impact of HOV-to-HOT conversion on traffic safety. Introduction With the hope of relieving highway congestion and generating reven...
